Hardware Looking for a Virtual Private Server not too expensive(VPS)

Hello,
I'm currently looking for a vps. It will be used to host a Plex Server.

Here's what I need :

I'm from Quebec, so it need to be near.
It must support Windows.
Videos must be converted, so I need a good CPU (not some crap with only one core, I need around 4 core).
The HDD doesn't need a lot, the server is less than 1 GB
About RAM, the server running on my comp doesn't seems to require a lot, around 32 MB, so, 512 MB would be enough I think.
As of Bandwidth, unlimited if possible, it will be used for streaming media.

So, basicly, I need a powerful CPU, that's all.

The price mustn't be too high.
Show me anything under 25$/month.

Well, DigitalOcean is what I use, and it's really good. You can get a 2 core for $20 a month, but a 4 core will run you $80 a month.
Here's the $20 a month specs:

• 2GB Memory
• 2 Core Processor
• 40GB SSD Disk
• 3TB Transfer

Edit: They also have Toronto as a location option.

I tried ConoHa at one point, but they destroyed my VPS, because I didn't pay those 500 Yen in time.
ConoHa is interesting, if you need a Japan-based Server.
If you want a Netherlands-based Server, I can recommend CloudVPS.
