Yes, each Switch console needs its own copy. No "DS Download Play" here. However, Namco Museum kinda skirts around this by allowing players to download a free app from the eShop that allows for multiplayer Pac-Man between Switches with just one copy on the host Switch.

or you play multiplayer on the same console so you only need a single switch and a single game to play 1 to 4 players really.

But the tablet screen is too small for 4 people, splitscreen in 2 players are the maximum for me to play comfortable

Well to be honest, this is a perfect example of what the game supports. Before you buy the game you check the back for details (Or the eshop description if no retail purchase) Then you see what the options are.

The back shows how many people can play. The first pic is up to 4 players on tv, second is still 4 players without tv and third is 1 player with the joycons attached without tv. Next to it shows what hardware is compatible with it.

Then it also tells you if your game is playable local wirelessly and how many players. For mario Kart 8 Deluxe, using local wireless, or online, only 2 players can play on one system at a time. Also 3 or more players will cause game to run at lower framerate. :ninja:

Make sure to check these conditions before buying. Like @HaloEliteLegend said, how pac-man can support systems with one download, depends on the game. So each game has it own rules. Though maybe download play isn't a dead concept, maybe nintendo will have it in future updates. :)
