Homebrew Local Multiplayer between ds and Ds emulator (PC)

LAN play for the DS uses a custom wireless protocol (some dubbed it nifi) which most network cards will not want to play with, and thus nobody really spent the time to investigate it.

There are some emulators that support wifi though. Theoretically then you could run your own copy of the save nintendo wifi server program on your PC/local network and have the hardware DS game go out over wifi but in reality just be local network. If you know what you are doing then all that is not so bad but if you were hoping more for a "oh there is this custom build of desmume" like you might have got for GBA link play or something then not so much. It might be possible to roll that up into a virtual machine you can just download but nobody has yet done that.

You could also come the other way, emulate both copies on a PC and then use a DS as a game controller via some kind of homebrew (not sure what there is offhand but it should not be too hard to adapt one of the remote control programs that exist if one does not happen to exist at present)
 
no$gba should not need command line.

Equally if that is your limitation then consider it a firm no and likely always will be no, give or take that both emulators running on the PC and the DS emulating a controller thing. All the things I mentioned will want a fair level of technical skill.
