When Kodi 18 is released, it adds support for libretro! Which means...

You'll be able to run Kodi on Wii U, with either Retro Launcher or an already compiled rpx file.
 
I think you are thinking about the wrong thing, from the video I watched about it, It adds support for libretro to its UI, not retroarch's UI

Even if KODi is working - why would you use it on a WiiU? It's noisy, slow, got no HDMI-CEC and afaik there is only a basic fat32 usb support.
I would suggest a single board computer or something similar.

Because plugins and add-ons. let's be honest, why do you need storage on Kodi?
