Is there a menu translation patch in the works?

When the game can not be played?

Just because there's no way to play it yet on CFW doesn't mean that people can't start translating the menus/script (translating, not inserting the text into the game yet). I doubt a translation patch would be created by the same group who's making a CFW patch anyways.

Its still mad when they don't even know if the game would even be able to be played.
Translators can't see into the future.

I would not trust this fellow for 3 reasons.

1.) He happened to join that certain forum for a few days and many of his posts contain "I hope I get more support" which means he is just someone looking for attention
2.) "48 HOURS FOR 1 CHARACTERS STORY!!! THATS A TOTAL OF OVER 144+ OF PLAY TIME" Is what he said. Actually the game takes 15 hours to complete the story for each character and will take nearly 50 hours to complete the game
3.) He has posted many topics of the same subject. Its all BBS related and none of them are locked

No, that's not the ram. The 2000 and 3000 has twice as much ram than the regular 1000 series.

The time you take to complete a game is up to you. Some people take 7 hours and other take 70. It depends on what you do in the game. You don't have to complete the game in 15 hours.
