Hacking Japanese Ds Lite Top Screen its Glitchy looking

So i was an idiot and didn't wait for the new Custom DS for It's a Wonderful World to come out and buy it that ds and game along with it.. so instead i bought a used one with FFXII Logo on my ds
so now the top screen is like all glitchy now and the image is all split.. if i called the U.S nintendo region company would they be able to fix my DS? or do i have to try calling overseas to the japan region and see if they can fix it for me

A friend of mine has the blue Japanese DS, and when he screwed up his screen taking it apart, they told him he was SOL and should buy US Nintendo products in the future.

Kind of a crappy stance considering Nintendo still got their money.
