Issues (possibly) with DLCs, "An error has occurred"

AN ERROR HAS OCCURRED.

THE ADD-ON CONTENT COULD NOT BE RECOGNIZED.

Given that this does not happen with other games and only in games with DLC and the fact that when I get into the game I don't have the DLC, It's safe to say it's just not being installed correctly the DLC, maybe this is an easy fix, but it's the first time such issues happen to me so could anyone please help me out with an answer to what exactly is this and how to fix and use the DLCs? In this case, the 2 games with DLC I have that got this were SMT IV and APO

Some info: yes the DLC is from the correct region NA only, all from Hshop

UPDATE: it seems this is only happening atm with SMT iv and APO, I have other games with DLC, and they are working fine without the error message when I start it

DLCs have to be decrypted first.

its weird because i have other games with dlc and even updates and they work fine, that error message is only on those 2 titles, i saw there that this needs to be decrypted, would you mind sharing how is that done?

EDIT: i didnt actually decrypt anything since at the time i didnt know how BUT i did delete everything and tried the EUROPEAN version of the same game, worked.

EDIT: for some reason it does not matter what i do NOTHING works for the NA VERSION of the game, the DLC is installed normally and is the correct region matching the base game and UPDATE, the title is there for all 3 BUT there is no ticket for the dlc that i can see on ext save data, so i downloaded faketik and still did not work, honestly i am very confused, is this normal? why only with smt iv and apo
