Misc IS-TWL-DEBUGGER GBA compatibility?

So just a thought if anyone has considered this. So moving on from this discussion about how the DSI cannot run GBA games:

This is due to the memory format requiring it to be loaded in it's entirety to RAM, and the DSI has 16mb and the 3ds having 64mb. Well on this site the development kit IS-TWL-DEBUGGER has twice the ram of 32mb.

Yes, I do understand that that is zero overhead for any fuctions other than loading a GBA game, but wouldn't this be technically feasable, for hypothetical purposes? Could this twl debugger be a type of dsi that can natively run GBA games if such a software to load them existsed?
 
This might be obvious to you, but in case you don't know, there's GBARunner2 (hypervisor) for playing GBA games on DSis. It runs graphics natively, and emulates sound iirc. It isn't as compatible as a real GBA or GBA compatibility mode on DS/DS Lite/3DSes, yet, but it's definitely pretty good. Its source code maybe could give you an insight on what they did.

There is no native GBA support on any DSi. Not even dev units. They removed the GBA hardware. Your only bet is GBARunner2.
