Homebrew Is there as 3dsx emulator that will run old school arcade games?

Try either the Retroarch MAME 2000 or MAME 2003 cores. Be aware that they both require specific romsets: 2000 needs MAME 37b5 roms, and 2003 needs MAME 0.78 roms. 2000 also runs a little better compared to 2003, but 2000 doesn't have the in-game MAME menu or rebindable buttons, whereas 2003 does.

The stand alone Final Burn Alpha core shouldn't be overlooked. That romset runs a ton that the others don't and at superb speed too. It's also more stable than Mame 2000 in the sense that it supports ROM switching without crashing / needing to restart the program.
