is there any way to run the "full" wii os on dolphin/any wii emu? i really want to have something like this.

It's been possible for a while now.

You can even use your own backup as well. Just use google and you'll find it. Of course this doesn't really add anything, the emulator itself doesn't gain anything from it. In fact you don't even need it to install WiiWare games and stuff so keep that in mind.

its very easy. just grab a .wad of wii home menu version 2.1 (it works fully on dolphin and doesnt reset when you load channels.)
and go into the tools tab in dolphin settings and hit "install wad" this will enable you to navigate to your wad and install it. then below that should be a new option to simply load the home menu!
