Is there an emulator (for GBA) that works with GameShark codes, etc?

Main reason I'm asking, is because for some reason, the rom hack I'm trying to use cheats on, has a page full of documented cheats, but not an actual .cht file.
Is there anything like one of those generic android emulators that allow you to put in cheats, live, right there?

Read what the OP said again because it is clear they are asking for a 3ds emulator that works like all the Android GBA emus that let you use and create your own game shark codes.

Can't speak to anything emulator wise but there are tools to hardpatch cheats into the ROM such that it will run on essentially any emulator, options to turn things on and off will exist in those and you can probably wind in some button activators as well.
