Homebrew Is there an app for writing amiibo without android?

is there a homebrew to write amiibo data to NFC cards using the 3ds or even Wii U instead of an android device?
I got a ton of amiibo but my 4 year old steals them for toys or some I just can't find... I'd rather not buy a cheap android phone for 1 (rather frivolous) use...

For some reason I thought that was the SAME as Tagmo... not so looks like it does the same function but using 3ds hardware

Now off to buy some NFC cards!
