Is there a completely free .pdf editor?

I'm trying to help my mom fill out this document for her work and I've tried about 4 different ones on Google including adobe acrobat and they're all scams they make you fill out the entire form and it's not easy to do in the first place and then you try to submit it they want money for you to download it.

I know this pain. I've never come across a free one that's fully featured and easy to use. You can save to PDF in programs like LibreOffice, but actually editing PDF's is a whole different animal.

If I recall correctly, one of the LibreOffice programs (Draw, maybe) has PDF editing, but it's very clunky.

Can't you just convert them to .docx using Word, type it and then convert again to PDF (still with Word I think)? Anyway any Word-like programs should work as long as you convert the .pdf file to an actually editable format (pdfs can't be edited from what I know).

PDF24 doesn't allow text signature and LibreOffice is too complicated I can't figure out how to enter text. This is a massive pain in the ass. I'm installing OpenOffice now.

If you're filling out a form, most of these programs will let you print afterwards. So rather than "Save as PDF", you should be able to "Print to PDF" to get around that.

GIMP can handle PDF files, it can be a little clunky but it works.

It's done, my mom works from home and it's all done by email there's no printing involved. Me or my mom doesn't have a printer we could have gone to the library printed it filled it our with pen then scanned it, all retro like. But too much hassle.

Nobody said anything about printing and then scanning. It's not uncommon to be able to print to a virtual printer that saves whatever was printed to PDF. In many cases, you can just fill out the form, print it, and pick "Save As PDF" or something similar under the Printer dropdown. I've filled out plenty of PDF forms, but it's been years since I've felt the need to use a "PDF editor" in order to do so.
