Almost alll good custom dashboards\CFW support other languages... The upcoming CFW for the Switch is even open source, I'm almost sure at some point they will make it very easily to translate and anyone would be able to join a team just for language translations.

First you will have to wait for the CFW to come out, then you can ask those kinds of questions...

If you share the file that has the language, you can start to translate without needing to have all the support. Although I do not believe that the CFW keeps that type of lang XLM files, since it is based on the modification of the OFW and it may bring the same language files (ignoring where they are) and for those extra options that they incorporated into the CFW they would be only in English for now.
