use the latest launcher.dat from gateway 3.6.2
tried replacing launcher.dat and still having the same issue. powering on normally with or without sd just gives me the two black screens. im able to boot into recovery mode, but when i press ok, it just sits there, with the ok button highlighted after being press. the wifi connection says enabled, but its not connected to anything.

Are you able to modify the connections from recovery mode

Nope only thing I can do it press OK and cancel. Cancel shuts it down, OK doesn't work.

If you can use your phone as a hotspot, try setting the name of it to "attwifi" without a password. It might just work because 3DS's are set to automatically connect to "attwifi" for nintendo zone.

I used to make an empty folder on SysNAND called "SysNAND" just to know for sure where I was exactly just to prevent disasters before I had any CIAs installed yet.

Wait a moment. You had an emunand set up, yeah?
And your emunand was 9.0

You can extract your emunand, hard mod your n3ds, and flash the emunand onto the Sysnand!
I think this can revive your n3ds

*edit*
Of course, the emunand trick is a absolute last resort for people who never made nand backups. Did you?
