Gaming Is 3DS transfer region-locked?

As a contingency plan if Fire Emblem: Awakening/Kakusei is only released in Europe, I will be buying a PAL 3DS.(Fuck Region-lock)
I need to know if I can transfer my North American 3DS' ambassador titles and other games to a PAL 3DS.
Does anybody know if this is possible?

it will probably not work due to the region lock. (indeed fuck region lock)

but you dont know until you try. i have not tried it.

One of these guys couldent transfer american dsiware to his european 3ds

Hope some kind of hack that destroys region lock will come out, or I may have to buy another 3DS.
