Hacking Is 3DNUS no longer working?

Hello!
I was wondering if 3DNUS has stopped working, as my 3ds was bricked and I restored it with a backup I had from September (I know I should make backups more often), but when I went to update my firmware, I noticed that my *New* 3DS XL refuses to connect to the internet in the settings menu. I tried to use sysUpdater but 3DNUS doesn't give me any files to update to 11.13.0-45U. Any help would be appreciated!

Are you able to reset the router and then the connection settings on the 3ds, then try to connect again?

Nintendo had a lot of network outages today and the CDN still seems to be down, so try again later.

I should be more clear. In the settings menu, connection tests work just fine, it's updating that has an issue. I have reset connection settings, I have not reset my router.
