ROM Hack IRC and ReleaseGroups! plz help^^

Hey Guys,

At present I wanted to ask where I can download an IRC-Programm and go on the Servers where ReleaseGroups post their NDS-Releases?
I mean there a lot of Sites who offer Roms,which they got from ReleaseGroups and I want to do the same^^
No,I don´t want to make a new Site and offer Roms I just want to look when a new Rom was released and when not^^
At moment I have a programm called "mIRC"
