A few questions.

I'm signed up with a AT&T, and just recently got the iPhone 4.

Can AT&T detect if I've jailbroken my iPhone?
If so can I get charged, or have legal issues?
Can I even jailbreak a iPhone 4 on the latest firmware?
If so can I do it on a PC?

yes, it is legal as long as you don't pirate apps.

And yes, you can jailbreak the most recent firmware. Use greenpois0n.

To jailbreak on PC use GreenPois0n RC5. Untethered, simple and pretty glitch free. Just get your iPhone into DFU mode then click "Jailbreak". This will work with the latest 4.2.1 firmware (I know because I just did it yesterday on my iPod)
It DOES add an animated boot logo you might not want. To remove it you have to SSH into your devices file system (or use a program like iPhoneBrowser) and delete a file in \usr\bin called animate.
