How do you get IPGFlip in late 2021? I have heard about it but dont know how to get on. How do I?

As far as I know, it is not currently active: http://ipgflip.xyz/

But, when it does work, setting your connection's primary DNS to 92.222.69.160, 164.132.44.106, or maybe 178.62.43.212 should do it, I believe

What about the secondary DNS?

Secondary DNS can be anything, it's just used for normal websites and such that aren't redirected. Generally 1.1.1.1 (Cloudflare) or 8.8.8.8 (Google) is recommended.

Been in maintenance for a few months now
