No. You WILL need CFW to install it in the first place, and legit cias aren't legit carts dumped: they're cias of games that come already downloaded into systems.

You're asking about legit cia are you? Not every game was pre-installed with consoles, so you'd best go check out the legit cias from that certain iso site.

How would I install legit CIAs to my 3ds? FBI does not work with ninjhax 2.0.

you can't install cia files if your on 9.3+ (legit or not)
