ROM Hack Installing NTSC-U Mii Plaza on PAL system?

Alright, here's an interesting question. Has anyone been able to successfully install StreetPass Mii Plaza (or any home menu default app) from one region onto another? I'm not too sure how one would go about dumping a CIA of it, but given one was made, would this theoretically work with StreetPass data from the app's region? It's probably a lot more complicated than I'm making it out to be, but I'm curious nonetheless.
