@KaanDSiXL I guess they are preinstalled like they are on 3DS.
It is NDS as it is exactly the same as on DS with no changes made.
Normal DS games have save read/writing so the DSi probably can't handle this when it's just installed to NAND.
However, I don't know much about the exact technical details, you can read the nds-bootstrap thread to get a better idea why this program is needed in the first place.
