Install VC games on Wii U

I have an extracted, not decrypted, version of a VC game. How do you put that on a WiiU console? I have previously installed disc based games on an external drive with WUP Installer.

Which game is it? I think jnustool can decrypt files which are extracted. But I haven't used it in a while. Might be a newer tool out there. Do you want to inject in into the wii u menu, or load it with usbloader gx?

They are decrypted already from what I can tell, I was hoping to put them in the Wii U menu but USB Loader GX would work too. I used USB Loader GX on my Wii so I am familiar with it.

I tried WUP Installer but it couldn't find the game, attached is a screenshot with the path, I probably don't have it setup properly.

So for RAW files can I just use ftpiiU_everywhere to copy the files to the NAND or my USB HDD?
