Improve YouTube livestreaming FPS?

I would like to know the best way to stream a game to YouTube. My PC is quad core and has 8GB of RAM. I'm going to be streaming Doom as a test, since it doesn't take up much CPU or RAM. I noticed when streaming that it only went about 3 FPS. Here are my Internet 'specs'

That's my phone, I'm assuming my PC will possibly be able to do slightly better since I won't be using my phones internet when streaming.

So to sum it up, why is it having such a shitty fps, what software is best, and what's bottlenecking it

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
