Hacking if game region is set to jap, usb loader wont boot any games.

Hi all, ive got a strange problem, ive recently upgraded to system menu 4, and usb loader works fine if everything is set to usa, however i have to set game region to jap because i have a jap wii and a d2ckey chip and if i dont, then dvds wont boot. So what i have done in the past is have all settings to usa apart from game region.

Anyway, thats been fine, however when game region is set to jap, usb loader doesnt work, yet when its set to usa, it works. any ideas why this is?
