I have a o3dsll jp already a9lh.I really need your help.Ihave search the forum but still dont know how to do it.I really need someon who may tell me how to do it in private.

You need to either get a hardmod or find someone with a CFW or A9LH US 3DS. You can't do a System Transfer between regions so your o3DSLL is useless in this situation.
