It's a scam. If it asks to complete a survey (look at pong's post) it's just a scam, which is pretty common on youtube. The comments are fake. Besides, it would have gone viral already, if it were to be legit (which never happened, just like any other scam).

Well there was a website I found that offered a download for Professor Layton and the Last Specter.
It required you to complete a survey (which was easily bypassed), but the rom was real.

Chances are the full, uncompressed file is largely the same bytes or byte patterns repeated many times. i.e. lots of redundant data therefore it can be compressed massively.
