I need IOS 36 patched so I can install CIOS 249 and run my brawl and MKWII hacks. I have been trying to use this 236 installer for the past hours.

You CAN install CIOS249 using IOS236.
End of story.

You could try to use MMM and reload the IOS to 249 or any cios you know you have and then use the IOS Manager in MMM to do whatever you want. MMM can be found in my sig.
