This is for the pokemon games obviously. It doesn't matter what system it's for. I have a hacked N3DS, Wii U, ps vita, psp, and a dstwo flashcart. Any help would be appreciated. :)

For fast forward, you can just use Visual Boy Advance on a computer, same for turbo. I've only seen turbo with mods on NDS when on a console. Also, PSP's gpSP has speedup options if you are interested AND works with CWCheat if you want that too (but you need to make the codes yourself).

It's for RNG?
Visual Boy Advance on PC with some nice Lua scripts are enough and if U allow yourself the dark side of the force U can direct edit the initial and current seed editing the memory

Doubt it's for RNG considering neither fast forward nor turbo affect RNG in any way, it's just that the old Pokemon games are fucking slooooooooooooooooooooow! Texts takes forever, menus take forever, battles take forever and so on!

Of course it's affect, more frames rolling = more RNG calls been made

RNG is completely irrelevant to frames, it just happens to progress at speeds that equal a frame. You are thinking RNG manipulation through frames like on the 3DS, but fast forward speeds up the entire game. It DOES change RNG and at the same rate the frames change, but that's not what you use fast forward for. Also, just for the record, frameskipping is a thing and doesn't affect RNG because frames and RNG just happen to match, they aren't dependent on one another.

Because vblank always makes a call for PRNG, the third Gen PRNG is tied to frames. So if RNGing in third Gen frames and PRNG walks together.

I don't have a wii u anymore to test it myself, but if homebrews are not visible on the wii u menu I think you can press L + R + minus to open the plugin menu, there should be an option called "homebrews on wii u menu" or something similar

Or when your player dies, you can say in code, if enemy exists, do nothing, but if enemy does not exist, then create enemy at certain spot. (This would be a pain tho for lots of emeies)

Easiest, simple way would be just restart scene, but player would restart from beginning.
