I wonder if there is a device that can respond to this features:

-Be able to connect to the net in public wifi's that use the captive portal authentication
-Open pdf's
-Open and play shoutCAST
-and last but not least, reasonable price.

This January i have this semester final exams and past years exams can be downloaded in pdf format, but i don't want to carry a full laptop to the library where i usually study so i was wondering about a simpler device.

I'd like to listen to inet radio too, but thats secondary because i have the standard FM radio too ^^

well, my windows mobile PDA can (dell axim x51v), but most PDAs, smartphones and palm pilots have been able to do all that for years. only one i am not sure about is "shoutcasts" because I don't have a clue what they are, but if they are any standard audio format (mp3, wav, ogg, flac) they definitely can play those

shoutcast is a system implemented by nullsoft to help start and broadcast internet radios, as simple as that

and what about the reasonable price?
