I still wan't the answer for why it works fine on Wii and not on 3DS.
Well for one ur internet is garbage 96 ping is not good answer me this where your Wii is hooked up is your router close to your Wii?
I have a Billion modem/router - my 3DS connects perfectly.
What model Billion do you have?
Do you know how to manually assign IP addresses to network devices?
Just a guess, but most console network connection problems I've seen involve IP conflicts or DHCP issues.
Did you set up the LAN yourself, or did you leave it up to your ISP to remotely do it for you?

Also if your router comes with a built in firewall try to temporarily disable the firewall, then try again.
If DS games work but 3DS don't work, maybe there is something wrong with your WPA? Or whatever you use for the WiFi encryption for 3DS connections.Tried that and DS games work fine but 3DS nope.(Well i only tested MK7 so idk about the others)
