If you mean have no gap between your table and the top of the page you need to use CSS to force it there. HTML has many faults and puts gaps everywhere.

In my opinion I would get rid of the tables and just use CSS, you can place it exactly where you want it and not have any problems if you use it properly. It's not hard to learn the basics.

Use div + css as much as possible instead of tables.

That's more like it (just mocked up pretty much the same thing), if you want to use the same style across multiple pages the CSS should be in a .css file.
That way you can make changes to one file and update the whole of your site in one go.
