How do you get a emulator a Homebrew 3ds.

You have custom firmware on your console or is it non hacked?

How do you get a emulator a Homebrew 3ds.

Here are the ways:

1. Your console has CFW on it and has FBI.
2. Your console is not hacked or modified.

1. Pretty easy.
Just find an emulator for the console you need. For example, I recommend mGBA for emulating GBA games.
Install the CIA through FBI, put on the roms (for example Mario Kart Super Circuit.gba) and here you go!

2. Depends on your console firmware version.
11.13 - BANNERBOMB3, NTRBOOTHAX and others. (I recommend to use sthetix's tutorial, worked for me)
You may update your console and try one of these methods to get Luma3DS
If you have older firmware and you don't want or cant update it, use methods for the version you have.

Why would you recommend that..?

By all accounts, GBA games run much better under virtual console, using New Super Ultimate Injector.

It's nice that it worked for you, but video tutorials are generally frowned upon as they swiftly go out of date. The text guide at http://3ds.guide is a much safer bet.
