ROM Hack How To Use Ctrtool?

So, first off, sorry if this is a redundant question—I'm still a little new here.

Anyway, does anyone know how to properly use ctrtool? I type in a command but no matter what, I always get the error saying
'ctrtool' is not recognized as an internal or external command,
operable program or batch file.

I'm 98% sure I'm using the latest.

And then if I click on the ctrtool.exe, it comes up with a split second window before closing and doing nothing else. If it helps anyone, I'm using Windows 10 x64, and I'm trying to extract a .cxi file I got after using Braindump to dump my game. Any help is appreciated.

Sorry if I'm 3 years too late and/or you already found the solution; however, I opened up the shell in the same directory ctrtool was in and then did ./ctrtool (Linux, you may have to do it in a different format but it would work the same way) and it worked
