You stated the only real difference. 3ds roms also have header (so no online play ban) but cias don'tthing is are their any other differences between cias and roms because one reads from sd other from cart slot

freeshop downloads eshop games from cdn (nintendo's servers). Their is no way to add 3ds to cia roms.well the freeshop can't download gamecard only games converted to cia if they had data base to store the cia files of those games the freeshop would be even better
