ROM Hack How to open .BIN or .ARC?

Hi gba community. I'm starting in the romhacking about nds and I don't know how open some files like the .BIN and .ARC files. The rom is Dragon Ball Z Supersonic Warriors 2.

.bin is probably the most generic extension in computing, used by thousands of formats across computing and also likely at least 10 different ones in the average DS ROM (arm9, arm7, overlays and whatever else most things make when they pull apart DS ROMs and technically different formats).

.arc is presumably short for archive, there are some known formats for this but also plenty of unknown ones (along with .pac it is the most generic just need an extension so the thing does not complain choice). I think some have looked at Dragon Ball games before (save for the console fighting games most of them are not shining examples of their gameplay style but it seems fans of the franchise try anyway for many of them) but I will leave a search for others.
Usually you would open up the files in a hex editor, do also check in the same directory to see if there is a helper file (names, sizes, locations... often included in a smaller file with the large archive). Somewhere in there (usually at the start of the file) will be a list of numbers corresponding to the size or location of the file. From there you can pull them apart to see what the files break down into, you will be lucky to have names though so hopefully there are other clues or you are willing to match from the game you know.
