I want to make some DS games/apps. I found DS Game Maker, but I don't want to pay. Anyone know what alternatives I have?

DevKitARM and C++. Or PAlib if you want it to be slightly easier, and I believe the latest update actually doesn't break the latest release of DevKitARM for once. But to get any decent program to run, you're going to have to learn how to program.
