Homebrew How to install legit CIA files 9.3-10.3

I know I'm not supposed to ask this but I literally can't find a website to download legit cias
Can somebody help me?

Alrighty, here goes.

- System: o3DS XL, n3DS XL
- Sysnand: 10.3
- Booted HBL with: MenuHax v2.1, Ironhax (Ironfall ver. 1.1)
- Homebrew Version: Original Smea, Grid Launcher
- How many tries before FBI worked: Hundreds of tries for multiple seperate CIA installations
- How many tries before Legit CIA installation worked: Only a couple - when FBI worked CIA installation worked all but twice, IIRC
- Did it work: Yes... eventually.

- also i previously tried with 10.1 and couldnt get fbi to load at all so i updated to 10.3 specifically for this and its actually working a lot better.

I actually tried this with a difference of an amount of time, which certainly didn't matter, but I'll write three times .

Yes I just installed two consecutive .cia on the first session of FBI without rebooting my 3DS a single time by using menuhax.
Even I hate not having shuffle feature for my custom themes for now I'll stick with menuhax since works fairly better than ironhax.

Ok, I have 7 hours of trying this and I'm about to give up. Sometimes the text looks broken, other times the text shows up until "cleaning" but doesn't load anything else, but if I hit any button it shows me the sd card with the cias, but when I try to load one of them it says that the installation failed, and sometimes the text shows perfectly, but frozen. Is it supposed to be like this? I just want to know if there's something else I'm supposed to do. I know that I'm supposed to keep trying, but it's been a long while of trying. Thanks.

Same problem as this guy, i don't know if it has to do but I have a 2DS instead of a 3DS, but I checked that the firmware is correct and everything is all right, just having the same problem as this guy.

have you tried reinstalling the modded FBI?

During the 69+ times it failed, did you get the same error as the person in the first post of page 44?

No.

Maybe his error is because he's trying to install an European CIA in a U.S. 3DS

Finally got myself a successful run.

N3DS 10.3.0.28U (Or whatever the latest is.)

Ran the OoTHax installer first. Even though that failed, I went back to launcher and started FBI. First time I did this cycle, it froze after Done (which, seeing that I knew was progress because I hadn't seen the exploit load at all in previous attempts). Second attempt, same process (starting with OoTHax installer), installing Mario and Luigi now!

Minor Edit: Froze when trying to exit FBI, but a hard reboot showed the software on my home screen. Did an official update to latest version, and it launched just fine! Playing now!

I found that opening and closing the screenshot tool, then opening FBI helped make it work. It took about three reboots after that, but it eventually worked. I wish I would've thought of that seven hours ago.
