You can't get it without homebrew access, stop caps-ing and swearing, it won't help you -__-
Either you hardmod your device or you get a hackable/ hacked second 3ds and use dsiwarehax.

You can't install B9S without a homebrew entry point. Same with A9LH.

This is a thread about someone asking how the frankenfirmware 11.0.0-4U was obtained. You are asking an unrelated question about installing b9s.
