ROM Hack how to dump 3ds roms

Hi, I was wondering if there is any way I can dump a 3DS cartridge WITOUTH a gateway, so I can get my private header and use it to play online with my sky3ds (apparently seems it's needed if I don't want do get banned by Nintendo). Is there any hardware/software tool to use? I saw this topic: https://gbatemp.net/threads/how-to-dump-your-own-3ds-ds-games-saves.274290/ but I don't understand if I need a working DS flashcard on my 3DS to dump my 3DS games? If needed, could you kindly indicate a valid (possibly cheap) DS flashcard that works on my 3DSXL 9.5v022?

I'll change my question then, is there any way I can get the private header of one of my original 3DS games or shop downloaded always with a 9.5 3DSXL?
