how to delete account.

I can't contact anyone on list cause says permission denied

First to send a pm, you need to have posted 10 messages, you only have three currently. (says below your profile picture)

And I think only moderators can delete accounts, but they usually just ban people so I dunno. Perhaps just report yourself ?

You need ten posts to start a PM conversation with another user. With so few posts on the site and put kindly so little influence, wouldn't it just be easier for you to abandon the account?

It's only 10. Is not like it's 100 or 1000

Look under your profile image to the left. Your number next to the "Level 1" is how many post you made in the forum. Once it gets to ten, you can send a pm.

No, it's to prevent spam. It comes at the cost of what you're saying, but can't you just report yourself?
