How to create a Nintendo Network account

I'm trying to sendo my 3ds pokemons to my switch. but i cant login into pokemon bank, because the 3ds wont let me log into my nintendo network account, and i cant create a new one.
how can i resolve this??

i think the only way you can get around this is to send your 3DS save files to your PC, use PKhex to store your pokemon, then transfer those pokemon to a switch save file, load the save file on a hacked switch then transfer to Bank.

this requires a modded 3ds and a modded switch and a pc

Is your unit region-changed? Because that is one of the limitations of a region-changed unit. This is explicitly noted at the top of https://3ds.hacks.guide/region-changing.html .
