You can't unless you change the payload. But menuhax and a bootloader are much better.

You have to get the mset installer .nds file for the thing you want to boot. Rxtools installer, gateway installer, etc.

I was always puzzled by the ability of MSET exploit to reach arm9 code execution but the scene never tried to create an arm9 launcher like HBL for MSET (a selector to launch multiple payloads/files).
