Homebrew How do I do a system transfer that also transfers illegitimate software?

By illegitimate, I mean everything. Homebrew as well as cias and stuff. Better yet, how do I completely clone my 3ds to another I that also is hacked?

System Transfer won't bring over games you obtained from freeShop or from places like that title site.
You'll have to install fresh copies of those games. Use Checkpoint or JKSM to extract decrypted save files from source 3DS and restore them on the target 3DS.
