Usagi is telling me to use .bcwav files, how do I acquire these file types??
It requires a tool known as ctr_WaveConverter, but unfortunately this isn't a legally available tool as it's part of the official SDK.
It's also been discussed in this thread that you can use something called Banner Tool but I've never had any success trying that.
Worth noting that the Usagi 3DS Theme Editor can support this tool if you load it in the appropriate folder.
there was a tool i used a while back that let me add in sound effects for when i opened the 3ds and launched an app. Forget what it is, though.

this would help:
i made a theme with sounds, its pretty easy but you "need" a nintendo dev kit software
Didn't YATA+ have a WAV to BCWAV converter?
yes. the link i posted above talked about that.
Also, I heard the iso site had some tools for this.
