Someone was working on one at one point in time, trouble is nobody really kept up any development of any IM protocols (some aspects of IRC aside) and they are usually fairly fast moving so if you do not then your program tends to break.

To that end browser, VNC to your machine or IRC frontend to the other protocols or nothing at all really.

Do check out services like http://www.bitlbee.org/main.php/news.r.html as the DS does have a few pretty good IRC clients like http://filetrip.net/nds-downloads/applications/download-clirc-005-final-f4219.html

As for the "someone should" thing I make it a bit of a habit to try to figure out what is the dominant IM protocol at any given moment, for as long as I have been doing it there seems to be occasional correlations between various sized regions but no real winners. The proprietary/closed protocols (mainly AIM, YIM and MSN back when and skype probably gets added to that now) are worse for the whole moving target nature of the things (presumably as they make a good chunk of their money selling ads that come with the programs and can't afford to have people use third party stuff they do not control).

Another vote for bitlbee here. All you need is a functioning IRC client on the DS (and the IRC protocol is pretty static so you don't need to worry about updates), the bitlbee servers are the ones that take care of the messenger protocol updates.

It's awkward, but it works.

CLirc is what I use on the DS's side as well.
