Hacking How can I modify a gba m3 save?

Does it save to the actual rom?

Because when i edit the save the edits never stick.

If so how can i patch the save into the rom.

Btw for editing the save i am using the english version of enciclopedia pokemon to edit a leaf green save to add promo pokemon
