How about you do a little reading, like we all have rather than turn it into reddit. Its explained in the Basic pinned thread of WiiU Hacking on how to hack your games. Read the beginners guide, it's all there.

I can understand why they want to keep the item hacks private after the Octoling brick incident in Splatoon, but the texture ones purely cosmetic and I don't see the point of not releasing those.

But at least they should release the texture hacks as they're purely cosmetic and doesn't harm online play
