Frame-skipping would ONLY be possible on a DS emulator on the PC, which is many times faster than the DS. It's impossible for the DS to skip frames it hasn't even processed itself yet. In order to have a DS games skip frames, or rather, simply speed up gameplay, you would have to overclock the DS. While that is something that is technically possible, it requires some hard-modding of the DS to do that. It wouldn't be practical.
